Abstract: Objective:To construct a management care perception scale for nursing emergency personnel in public health emergencies caused by infectious diseases,providing a reference for evaluating the management care perception of nursing emergency personnel. Methods:The study adopted "people-centered" care standard as the theoretical framework and the "comprehensive care model" standard as the content framework. The scale index items were initially constructed through literature analysis and qualitative interview methods. The Delphi method was adopted to finally determine the management care perception scale for nursing emergency personnel in public health emergencies caused by infectious diseases. Results: The recovery rate and effective recovery rate of the two rounds of Delphi expert consultation questionnaires were both 100%. The authority coefficients were 0.834 and 0.876 respectively, the Kendall harmony coefficient was 0.185~0.329, and the combined weights were 0.017~0.263.The final determination of the management care perception scale for nursing emergency personnel in public health emergencies caused by infectious diseases includes 4 first-level indicators, 8 second-level indicators, and 40 third-level indicators. Conclusion: The management care perception scale for nursing emergency personnel in public health emergencies caused by infectious diseases is scientific and reliable,and can provide a reference basis for evaluating the management care perception of nursing emergency personnel in public health emergencies caused by infectious diseases.

摘要： 目的：构建传染性疾病突发公共卫生事件护理应急人员管理关怀感知量表，为评估护理应急人员管理关怀感知提供参考。方法：以“以人为中心”的关怀标准作为理论框架、“全面关怀模式”作为内容框架。通过文献分析法、质性访谈初步构建量表条目，采用德尔菲法最终确定传染性疾病突发公共卫生事件护理应急人员管理关怀感知量表。结果：2轮德尔菲专家咨询问卷回收率及有效回收率均为100%，权威系数分别为0.834、0.876，肯德尔和谐系数为0.185~0.329，组合权重为0.017~0.263。最终确定传染性疾病突发公共卫生事件护理应急人员管理关怀感知量表包含一级指标4项、二级指标8项、三级指标40项。结论：传染性疾病突发公共卫生事件护理应急人员管理关怀感知量表具有科学性和可靠性，可为评估传染性疾病突发公共卫生事件护理应急人员管理关怀感知提供参考依据。
