Objective: To construct a scientific and effective competency evaluation index system for nursing staff in rehabilitation of traditional Chinese medicine(TCM), and provide a reference for the standardized management of nursing staff in department of TCM rehabilitation and improve the clinical management efficiency of nursing. Methods: The competency evaluation index framework of nursing staff in TCM rehabilitation department was preliminarily determined through literature reviews and semi-structured expert interviews, and the index system was determined through two rounds of expert correspondence consultation by Delphi method. Analytic hierarchy process (AHP) was used to determine the weights of the first and second level indexes, and expert assignment method was used to determine the weights of the third level indexes. Results: Eighteen copies of the two rounds of expert letter questionnaires were issued, and the response rate was 100%. The expert authority of consultation was 0.87. The significance test of Kendall’s coordination coefficient of all indexes was statistically significant( P<0.05). The average value of importance assigned to each level was 4.00~5.00. The competency evaluation index system of nursing staff in TCM rehabilitation department includes 4 first-level indicators (professional knowledge, professional technology, professional ability and comprehensive quality),15 second-level indicators and 94 third-level indicators. Conclusion: In the evaluation index system of the post competence of nursing staff in the TCM rehabilitation department, the opinions of experts on various indicators are concentrated, the degree of coordination is good, and the results are highly reliable. This system can be used to guide the work assessment and talent cultivation of nursing staff in the TCM rehabilitation department and related departments.

Results: 15 copies of the two rounds of expert letter questionnaires were issued, and the response rate was 100%. The expert authority of the two rounds of consultation was 0.87. The coordination coefficients of all levels were statistically significant( P<0.05). Conclusion: The expert opinions for all indicators of the competency evaluation index system are centralized and well-coordinated, and the results are highly reliable. It can be used to guide the evaluation management of clinical nursing staff in similar department.
