Objective: To construct an evaluation system that can be more objective and fully reflect the clinical nursing operation technology in Tianjin in order to measure the nursing workload, difficulty level of nursing technology, grade of department, and lay a foundation for performance evaluation. Methods: The literature, semi-structured interview, Delphi method was used to screen and confirm the project. Results： The effective recovery rate of the two rounds of correspondence was 100%. The expert authority coefficient was 0.88, 0.67, and Kendall’s harmonious coefficient was 0.33, 0.40. Finally, there were 110 clinical nursing operations and 55 specialized nursing operation. Conclusion： This study selected clinical nursing technical operation of Tianjin project common, comprehensive and objective system, which lays the foundation for the next step in the calculation of risk and difficulty level of nursing technology. So it can be applied on the basis of nursing performance appraisal, and provide a scientific basis for the development of a more fair and equitable performance appraisal plan and the optimization of nursing human resources.
